Since 1980, we have offered services, education and support to achieve our mission. Our advocates and services reach out to all in our community to ensure that our vision of residents, families and communities in rural Northeastern California have the local resources, services and opportunities necessary to be independent, healthy and self-sufficient including accessibility to good food, shelter, employment, social networks and health services free from violence and substance abuse. The Board of Directors of Plumas Rural Services (PRS) engaged in an extensive three-year strategic planning process beginning with an in depth Board self-assessment. Each agency program performed self-assessments and developed program long-range plans. Three Board planning sessions focused on 1) review of the program self-assessments and program long range plans, 2) Board self-assessment, identification of priority planning areas and 3) development of the following three year strategic plan.
Strategic Plan:
The four areas identified as issues are prioritized as follows:
1. Building and Space Issues
In one year, Plumas Rural Services will analyze current and future space needs and determine the agency’s policy for purchasing, constructing or renting of a single or multiple buildings for all programs. Year two and three will include implementation of the policy.
Plumas Rural Services has analyzed building needs and have discussed several options to institute an effective policy. The Board of Directors continues to work on the development and implementation of the policy.
2. Agency and Program Growth
In one year the agency will create a philosophy of proactive planning which will replace the current method of reactive planning. Agency and program growth will be determined after an extensive review of gaps in services has been conducted. A review of existing program and countywide data will identify necessary areas of growth in year one. Program development will occur as established during the following two years.
During the PRS Management Retreat gaps in services were determined and plans are being implemented to fill those gaps with the wide variety of services PRS offers. The Management of PRS will continue planning for services offered through PRS during the next year.
3. Enhance the Agency’s Public Image
Plumas Rural Services will increase public awareness and support of the agency, increase awareness of services and increase outreach capability by developing a public information and marketing plan during year one. Implementation of the plan will occur during the last half of year one and year three.
PRS has developed and implemented the PRS Marketing Committee. The Committee is responsible for overseeing all publicity throughout the agency to ensure consistency. Additionally, plans have been put into place to thoroughly analyze what we currently use in terms of marketing tools and the effectiveness of each tool. The Marketing Committee will continue work in this area.
4. Enhance Board Relations
The Board and programs will engage in regular planning, utilizing a standardized format for consistency. The Board will increase its understanding of programs and agency activity by utilizing board committees. Committee use will increase the Board’s activity in Board recruitment, fund development, approval and monitoring of program services and review of agency policies and procedures.
Several new Board members have joined the PRS Board. The staff of PRS continues to provide information to the Board of Directors regarding services offered, as well as areas needing additional attention.
