EMERGENCY MORTGAGE ASSISTANCE PROGRAM
IHDA is also launching a separate $150 million program for eligible Illinois homeowners with grants of up to $15,000 to provide support with mortgage payments. The Emergency Mortgage Assistance Program (EMA) is expected to assist approximately 10,000 eligible homeowners who are unable to pay their mortgage. The program is also expected to launch in August 2020 and provide assistance through the end of the year.
 
Building upon efforts to mitigate housing instability, homeowners who have been disproportionately impacted by the pandemic will also be prioritized in the grants process. Homeowners' income prior to the pandemic cannot exceed 120% of the area median income (AMI). Therefore, only homeowners with mortgage arrearages, or in forbearance, on or after March 2020 through present day may be eligible to apply. Eligible homeowners must be able to certify that the reason they could not pay their mortgage in full was due to a COVID-19-related loss of income on or after March 1, 2020. The assistance will be paid directly to the mortgagor's loan servicer on behalf of the homeowner. Assistance will be available on a first-come, first-approved basis until the funds are exhausted.
 
EMERGENCY RENTAL ASSISTANCE PROGRAM
The Illinois Housing Development Authority (IHDA) is launching a $150 million program with $5,000 grants to provide emergency rental assistance to Illinois tenants who are unable to pay their rent. The Emergency Rental Assistance Program (ERA) is expected to reach approximately 30,000 renters who are disproportionately impacted by the pandemic. The program will launch in August 2020 and run through the end of the year. Governor Pritzker will extend the ongoing residential eviction ban through July 31 to provide a smooth transition into the assistance program.
 
To address housing instability due to COVID-19, renters who have been disproportionately impacted by the pandemic will be prioritized in the grants process. Eligible tenants must already carry an unpaid rent balance from March through present day and certify that the reason they were unable to pay rent was due to a COVID-19 related loss of income on or after March 1, 2020. The assistance will be paid directly to a property owner or landlord on behalf of the tenant and as a condition of accepting the assistance, landlords must agree not to evict the tenant for the duration of the ERA. Assistance will be available on a first-come, first-approved basis until the funds are exhausted.

On June 15, SBA will begin accepting new Economic Injury Disaster Loan (EIDL) and EIDL Advance applications from qualified small businesses and U.S. agricultural businesses.
 
 

A Message From Gaslight Art Colony

As we continue to adjust to the new normal, the Gaslight Art Colony will remain closed through July 31st. Our hope is to re-open in August.
Changes will be made to the show schedule.  If the decision to re-open in August is made, we will be featuring the Kate Meehling Memorial show.
The Fiber show will be scheduled for a later date.

Business Interruption Grant

Below is a link to the Business Interruption Grant (BIG).  Applications can be submitted as of Friday and that it is likely going to be a very narrow window.  In the first wave of grants, priority will be given to small businesses that have been heavily restricted or completely shut down during the pandemic. Additional priority will be given to businesses located in disproportionately impacted areas (DIAs), or low-income areas that have had high rates of COVID-19 cases.
 
DCEO will begin accepting applications on June 26th.  Be sure to read all the criteria at the link below.

Welcome to Summer! Although this year might be a little different than previous years, its still summer and an opportunity to make memories! 

Congratulations to Joey O'Rourke on the purchase of WMMC radio, Lincoln Trail State Park for being named the #1 campground in Illinois and to every business that has hunkered down during this unprecedented time. Please know my door is always open to help answer any questions you might have, a full list of resources can still be found on our website! 

So many great things are happening in Marshall.  Big Wash truck was is opening and hosting their ribbon cutting on July 17th. Net Dia com will be hosting a ribbon cutting with a date to be announced soon. Band Concerts start back up this Friday! 

A new fence is being installed at the park by ZF. The pool is in the process of opening up. Construction on the Candy Kitchen/downtown bathroom will begin sometime in July.

New 2020 Census Flyers and Handouts to Engage Employees, Customers, and Businesses

 
ReadyNation has developed new handouts and flyers to help businesses promote the 2020 Census with their customers and employees and to help communities engage businesses. These resources can be found below and at our census website: strongnation.org/census.

Flyer to Engage Employees and Customers: These can be distributed in a variety of ways including grocery bags, take-out food and employee paychecks. They can also simply be used as handouts. Handout to Engage Business Owners and Operators: This brief handout explains why the census is important for a strong economy and encourages businesses to participate in a specific “get out the count” activity. We developed a handout that asks businesses to distribute the census flyers listed in the section above to their customers and employees and also developed an entirely customizable handout that can be edited to support specific census activities.

Illinois Minimum Wage Increase July 1

Illinois’ minimum wage will make its second increase this year to $10 per hour beginning July 1.

Governor JB Pritzker signed legislation passed by the General Assembly providing a path to a $15 minimum wage by 2025.  The state’s minimum wage is scheduled to increase an additional $1 per hour each year on January 1 until it reaches $15 per hour in 2025.

The new law maintains provisions for employers to count gratuities to offset wages for workers, such as food servers, who regularly earn tips.  Tipped employees may be paid a minimum of 60 percent of the hourly minimum wage.  These workers must still earn the minimum wage after receiving tips.

Workers who are under 18 years old and work fewer than 650 hours in a year earn a minimum wage of $8 per hour.
