Small Businesses - This New Information from the SBA is For YOU!

Jun 16, 2021, 3:22pm EDT
The Small Business Administration is now urging all eligible small businesses to apply for its Economic Injury Disaster Loans and its Targeted EIDL Advance grant program.
The move comes months after the agency began inviting small businesses who had previously been shortchanged by the grant program in March and April 2020 and gradually expanded that to all small businesses that had applied for grants through the end of the year. SBA Administrator Isabel Guzman had told the Business Journals recently the agency planned on opening up the program in early June.
“It was always the plan to open it up to new businesses, and that’s the stage we are entering now,” an SBA representative said on a call with reporters Wednesday. “SBA is still accepting applications for our EIDL program, and we are encouraging stakeholders, partners and allies to help get the word out.”
The agency is launching what a senior SBA official called a “much more robust communications and outreach plan” to spread the word on the loan and related grant program that relies on community partnerships as well as efforts within the SBA.
In order to qualify for the grants, small businesses must:
  • Have suffered revenue losses of at least 30% during any eight-week period beginning on March 2, 2020 or later. SBA said the small business needs to have a copy of its 2019 federal tax return for verification purposes.
  • Be located within a low-income community as designated by this SBA mapping tool, a sticking point that has so far frustrated many small business owners.
  • Have fewer than 300 employees.
Most importantly, small businesses must apply for an Economic Injury Disaster Loan in order to apply for an EIDL Advance grant. But the small business does not have to accept the loan in order to get the grant, or even be approved for the loan in order to ask for the grant, the agency said on the Wednesday call.
The agency has been slow to disburse the $30 billion of grants allocated to the Targeted EIDL Advance program, with just more than $1.5 billion sent out to small businesses since the program reopened earlier this year. The Supplemental EIDL Advance, which provides additional $5,000 grants to small businesses, has only shelled out $500 million of its $5 billion in funding.
And while the SBA has set up a way for small businesses to appeal any potential rejections, an SBA official urged small businesses to double-check their answers, as many of their rejections come from incorrectly filling out yes or no questions on the application, although they did not provide a number on how many businesses have asked for their grant or loan decisions to be reversed.
“We would strongly encourage them to make sure they take their time and make sure they read their questions. In the cases where people said they were declined incorrectly, they are very easy to overturn,” the SBA official said.
The Targeted EIDL Advance cash grant program is one of the few remaining SBA Covid-19 relief programs with remaining funds.
The SBA's popular Paycheck Protection Program closed to new loan applications at the end of May and is now just processing those it still had in its system, while the Restaurant Relief Fund is essentially spoken for — and just had a court struggle halt payments to thousands of small businesses.
Meanwhile, lawmakers and industry groups are pushing — so far unsuccessfully — for additional relief programs. Sen. Tammy Duckworth, D-Ill., has proposed $30 billion for the fitness industry and has introduced legislation that would provide grants of up to $25 million for gyms hardest hit by the pandemic.
The hotel industry is lobbying for its own version of the restaurant grant program, pushing Congress to pass $20 billion in grants for its hardest-hit hotels.
