Councilor Cynthia D. Borrego is a Native New Mexican and a two-time UNM Lobo, achieving a Bachelor of Science from the University’s College of Education and a Master’s in Public Administration. Councilor Borrego served as Council Vice President for 2019. Councilor Borrego served for 28 years with the City of Albuquerque serving as both City Planner and Planning Manager while concurrently building employment security as the two-time Chair of New Mexico Public Employees Retirement Association (PERA). In this position, she contributed to expansion and reinforcement of PERA’s $14 billion dollar retirement fund during the global Great Recession.
Councilor Borrego is the current Vice-Chair of the MRCOG Transportation Board. She holds the honor of Board Chair of the Rio Grande Credit Union and Board Chair of ABC Community Schools. She serves on the Executive Board of Albuquerque Metropolitan Arroyo Flood Control Authority (AMAFCA) where she sits on the Water Board, and held the seat of AMAFCA Vice-Chair in 2019. Additionally, she is the President of UNM School of Public Administration Advisory Alumni Board. Cynthia is the owner of Cyba & Assoc., LLC, a planning, development, sales, and consultation company. She is also owner of a small retail business showcasing artisan jewelry and collectibles in Los Ranchos de Albuquerque.
Councilor Borrego’s priorities for the City of Albuquerque include: Increasing police officer numbers, supporting mental health programs, enhancing District 5 transportation and infrastructure, improving children’s welfare in New Mexico, and advancing education programs, increasing government transparency, and catalyzing economic development in District 5.
