FEMA Registration extended 2 weeks. The FEMA DR4610 Individuals and Households Program (IHP) registration and Small Business Administration (SBA) deadline was extended for 2 weeks, the last day to apply is now Monday 11/08/2021

The Tzu Chi Foundation has extended their Emergency Financial Assistance application deadline to 10/31. Dixie survivors can apply here: www.tzuchi.us/chico

The U.S. Housing and Urban Development Mortgage Insurance Program for Disaster Victims Section 203(H) is open for survivors to apply within a year of the Presidential disaster declaration (8/24/21 – Lassen, Nevada, Placer and Plumas Counties). This program provides mortgage insurance to protect lenders against the risk of default on mortgages to qualified disaster survivors. Go to this link for more information:

FEMA Individual Assistance Registration Deadline is Monday, Oct. 25
Federal assistance may be available for uninsured or underinsured individuals affected by the fire. Assistance can include grants for temporary housing (e.g., rental assistance, lodging expense reimbursement, home replacement, and direct housing), low-cost loans to cover uninsured personal property losses, medical/dental financial assistance, child care assistance, miscellaneous expenses, transportation, moving and storage expenses, critical needs, and other programs to help individuals and business owners recover from the effects of the disaster. Individuals must register by October 25, 2021 to be included on FEMA’s list for individual assistance. Don’t delay, call today to ask questions and understand what assistance is available and how to qualify.

Computer Lab at Rebuilding Greenville Resource Center
The computer lab at The Rebuilding Greenville Resource Center is open to the public! If you are one of the Dixie Fire survivors that need computer, scanner/printer, and internet access to help get through the recovery process please feel free to come in and utilize this resource. Open 9-5, 7 days a week in the Crescent Hotel in Crescent Mills, CA 3.5 miles south of Greenville.

The deadline for Disaster Unemployment Insurance has been extended through November 30.

Phase II, Debris Removal & Property Clean-Up
Winter is approaching and Plumas County is working closely with CalOES to get those who qualify signed up for the Right of Entry to get their properties cleaned up. The Dixie Fire left a massive amount of debris to be cleaned up and you are encouraged to sign up and complete the Right of Entry form or contact Plumas County if you will be using the alternate program. There will be a deadline!  Go to https://plumascounty.us/2880/Debris-Removal-Programs and reach out to Plumas County staff if you have any questions. 12-Month Fishing License Bill Signed!
Assemblyman James Gallaher co-authored Assembly Bill 817 to allow for a new fishing license that will last 12 consecutive months rather than expiring at the end of the calendar year.

November 11th, Veteran's Day Dinner Hosted by the Lake Almanor Elks Lodge
We will be honoring our Veteran's with a dinner of Spaghetti, garlic bread, tossed salad and dessert. It will be $10 per person, with the exception of Veteran's and their spouses which will be on us. Social hour begins at 5...Dinner service 5:30 to 7. The bar will be open also.

Delays Through November on Hwy 147
Caltrans' begins culvert improvement project on State Route 147 to replace culverts and make drainage improvements at various locations from approximately 3.5 miles north of the junction with State Route 89 to approximately 1.5 miles north of the junction with County Road A13. Construction activities are anticipated to begin on October 25, anticipated to be completed by end of November. 

Plumas Forest Open for Personal Firewood
The Plumas National Forest has made some changes to their personal-use fuelwood (firewood) program in response to the Covid pandemic and the impacts of this year's fire season. The free personal-use firewood program has been extended on the Plumas national Forest until further notice.Additionally, permits and tags are not currently required! You must have a copy of the woodcutting regulations and a firewood cutting map in your possession and follow those regulations when cutting. Maps can be downloaded here.

Saw Mill Planned for Indian Valley



The Sierra Institute for Community and Environment just announced that they have purchased a sawmill that will change the dynamics of Dixie Fire restoration and forest management across Plumas County.

“With tens of thousands of trees burned, what better way to use them than to rebuild the town of Greenville,” said Executive Director of the Sierra Institute, Jonathan Kusel.
Given their longtime efforts, the Institute was hoping to recruit businesses in the coming years to manufacture wood products at an old Louisiana Pacific mill site, referred to as the Indian Valley Wood Products Campus. These efforts have quickly moved forward as a result of the Dixie Fire.

Sierra Institute is partnering with longtime local partner J&C Enterprises who will run the mill.
The mill will bring jobs to the community and ensure local lumber availability. Importantly, it will provide lower cost lumber to the community, reducing the burden on residents who might otherwise not be able to afford to rebuild.

Kusel noted that the Institute was able to redirect grant funds with support of the Sierra Nevada Conservancy to purchase the mill.

Almanor Fishing Association Received $5,000 To Secure Much Needed Firewood 


The Almanor Foundation, in collaboration with the North Valley Community Foundation,  were pleased to grant $5,000 to the Almanor Fishing Association for the purchase and delivery of firewood to the Rebuilding Greenville Resource Center. 

Due to the Dixie Fire, forest closures and evacuations, many residents have not able to gather their winter supply of firewood. The Almanor Foundation worked with members of the Dixie Fire Long Term Recovery Group (LTRG), the Almanor Fishing Association and Westwood True Value to secure Energy Log compressed firewood to fill the need.

True Value Hardware in Westwood is the local distributor of the clean burning firewood. Owner, Alex de Martimprey was eager to assist, including discounting the price of the logs. Volunteers of AFA picked up and delivered six of the twelve pallets immediately, delivering them to Crescent Mills RV & Boat Storage where they will be distributed to citizens in need. Said, John Crotty, Fishing Association President, "This collaboration is a great example of how our small community gets things done". The Almanor Foundation, Almanor Fishing Association,True Value Hardware in Westwood, Crescent Mills RV & Boat Storage and the Crescent Mills Resource Center worked together to serve the residents of our community.

The Almanor Foundation Welcomes New Director, Joyce Rushhaupt
Joyce and husband, Bryce have 3 grown children, 2 of which live in the Lake Almanor basin with both granddaughters.  She loves her work as a real estate broker with Berkshire Hathaway Home Services Lake Almanor encouraging visitors to make Lake Almanor their part-time or full-time home.  Joyce and Bryce "found" Lake Almanor in 1999 and have been a full-time residence since 2006. She has served as a director for the California Association of Realtors on the State Board for over 10 years and the Plumas Association of Realtors where she served as President  in 2006 and 2010. Previously she served as a director on the American Cancer Society State Board, the American Lung Association and Central Valley Community Hospitals Foundation. She is currently the Co-Chair of Elks Christmas Angels.

Lassen Volcanic Highway Closes to Through Traffic for Winter SeasonĀ

MINERAL, CA- Lassen Volcanic National Park Highway is closed to through traffic for the winter/spring snow season. Autumn storm events are continuing to bring rain, snow, and ice to the high-elevation roadway. 
 
Lassen Volcanic National Park remains open throughout the winter/spring snow season. Vehicle access is limited to one mile from the northwest entrance to the Loomis Plaza and one mile from the southwest entrance to the Kohm Yah-mah-nee Visitor Center. The section of highway between Loomis Plaza and Lassen Peak remains closed to all uses due to the presence of hazard trees along the roadway. The eight-mile section between Kohm Yah-mah-nee Visitor Center and Lassen Peak parking area is open for hiking, snowshoeing and skiing. 
 
“The park and its partners are continuing to repair and stabilize areas impacted by the Dixie Fire that may be susceptible to the inclement weather,” said Superintendent Jim Richardson. 
 
The eastern portion of the park affected by the Dixie Fire including Butte Lake, Warner Valley, and Juniper Lake areas remain closed. Precipitation is dampening fire activity, however fire can continue to smolder under snow and wet needle mats. Please Stay Out & Stay Safe to protect yourself and protect your park. 
 
Manzanita Lake Campground loops A and B remain open for first-come, first-served camping until snow closure. No drinking water is available; the dry camping fee is $15. Fires are now permitted within designated campfire rings. 
 
Camping in self-contained vehicles, such as motorhomes and trailers, is permitted in the Southwest Area parking lot. Fires and fire pans are not permitted; self-contained barbecues and gas stoves are allowed. Drinking water and restrooms are available inside the visitor center. The winter camping fee is $10. 
 
Eight trails remain open in the park. All other trails, including Bumpass Hell, are closed due to effects of the Dixie Fire. Open trails in the Southwest Area include Brokeoff Mountain, Ridge Lakes and Lassen Peak. Open trails in the Manzanita Lake Area include Manzanita Lake Loop, Manzanita Creek, Reflection Lake, Lily Pond Trail, Crags Lake, and a portion of the Nobles Emigrant Trail between Manzanita Lake and Sunflower Flat. The entire park remains closed to backcountry camping. 

The Kohm Yah-mah-nee Visitor Center is open 9 am to 5 pm every day through 10/31, then Wednesday through Sunday (closed Monday and Tuesday) through the winter/spring snow season. Loomis Museum is open 9 am to 5 pm Friday through Sunday until 10/31 when the museum closes for the winter season. The park entrance fee for a vehicle is $30. The winter entrance is fee is $10 between December 1 and April 15. 
Enjoy your visit to Lassen Volcanic in the winter season by being prepared. Check the weather forecast, dress in layers, and carry food and water. Stow a shovel, blankets, and tire chains in your vehicle and expect winter road conditions. Fill up your gas tank before entering the park; there is no gas available until May. The electric vehicle charging station in the Southwest Area remains unavailable due to impacts of the Dixie Fire. www.nps.gov 

Almanor Fishing Report

Lake level currently sits at 4474.88 down a couple of tenths since last week, more importantly for the first time since the beginning of June we saw a daily increase in water level this past week. Lake Almanor received between 1.5-2” of rain from our first significant storm of the season and we are expecting between 5-10 inches from the current storm. AFA statistician Phil Datner informed me that an inch of rain equates to 2,332.91 acre feet of water, approximately the same amount of water leaving the lake each day. Add in the 500,000 plus acres of watershed into the equation we are off to a good start and cautiously optimistic that an average winter will have Almanor full by next spring.

Water temps plummeted this past week with yesterdays high reaching 52 degrees. With the unsettled weather and impending storm’s the fish had lock jaw, we managed to boat a few smaller rainbows slow trolling gulps and crawlers at one mph between Rec#2 and Red Bank. The fish we caught were in the top ten feet of the water column, fat and in great shape. All fishing will be limited for a few days. Clarity was 3-5’ where we were fishing increasing to 10-15’ on the East side of the lake. Shore fishing will be difficult at best until the winds/rain subside.

Boat traffic was at a minimum as I would expect it will be for at least the first part of this week. We will see a change in our weather pattern and next weekend we will return to a more seasonal pattern. Fish are scattered throughout the lake and water column. Launching remains the #1 concern with both USFS public ramps closed. Boats have been launching at Plumas Pines please check with them to insure accessibility.

Road conditions will be treacherous, slides & delays are to be expected, Red Bluff to Almanor should be your safest route.
