Payroll Protection

Over the weekend, SBA released additional program information along with updated application forms for First and Second Draw PPP loans.  Please note that the SBA process for submitting and approving applications has changed which could result in extended timelines for final SBA approval, compared to the first round of PPP. Follow these links to SBA’s overviews of First Draw and Second Draw PPP Loans, along with new applications.  
Below is a reminder of what is needed to be submitted along with your completed and signed applications.
 
Follow this link to First Draw PPP loan applications (those who have not received a PPP loan yet)
  • You can use either 2019 or 2020 calendar year for your reference period of payroll expenses.
  • Verification of payroll expenses used for your application 
    • IRS Forms 941 or 943 quarterly tax statements, and
    • Quarterly unemployment fillings with the detailed wage report
    • Proof of any employer-paid health, retirement or other benefits included in the gross wages
  • Schedule C or F filers will also need to provide copies of their tax returns for the reference period.
  • Partnerships will need to provide the partnership return for the reference period.
 Follow this link to Second Draw PPP loan applications (you must have received a First Draw PPP loan)
  • You can use either 2019 or 2020 calendar year for your reference period of payroll expenses.
  • If you are using the 2019 period and it was provided to First Mid for the First Draw loan, no additional documentation is needed
  • If you are using payroll expenses from 2020, you will need to provide updated payroll documentation
    • Quarterly IRS 941 statements, and
    • Unemployment filings with detailed wage report.
    • Schedule C, F, or Partnership tax returns (if applicable)
  • Documentation of a 25% reduction in gross revenues if your loan is over $150,000.
 Due to the rushed release of the first round of PPP, SBA did not release How to Calculate your PPP amount until April 25th.  These guidelines can be found here. 
 
For Farmers and Ranchers who file IRS Form 1040, Schedule F, please see pages 37-40 of the IFR for guidance on how to calculate your loan amount.

Local Grant Opportunities- Available Every Year

City of Marshall Utility Grant Program- Up to $1,200 rebate on utilities pro-rated over the course of one (1) year for new businesses or existing businesses who are expanding. Must complete an application with the City and be approved through the Economic Development Committee.

City of Marshall Revitalization Grant Program-The property/structure must and in such a condition that renovation is not appropriate and clean up is required. This could be but is not limited to, nonconforming uses, lot size issues, or major structural faults. All structures written on the application must be cleared of debris, leveled and seeded, and/or replaced at the time of the demolition of the primary structure or approval from the Economic Development Committee.

 Clark County Enterprise Zone-The Clark County Enterprise Zone extends down Archer Avenue. The following incentives are available if the building or renovating within the Enterprise Zone: Sales Tax Exemption on Building Materials-Building materials are eligible for the sales tax exemption to include items that are permanently affixed to real property such as lumber, mortar, glue-down carpets, paint, wallpaper, and similar affixed items. Property Tax Abatement-the abatement applies only to taxes on the increase in assessed value attributable to the new construction, renovation, or rehabilitation. Taxes based on the assessed value of land and existing improvements continue to be collected. The property tax abatement is approximately an 85% abatement on improvements (not all taxing bodies participate such as Fire District, Townships, Park District, Lake Land College, etc.) for the first 5 years upon completion.

Must complete an application and submit to Nancy Smitley, Enterprise Zone Administrator.  The applications must be approved by the Administrator before a project begins in order to qualify for the incentives.
 

Marshall Main Street: Marshall Main Street Design Committee has instituted a grant program to aid in the preservation of historical buildings in the Main Street District.  This grant may be used for the purchase and installation of awnings doors, and signs for façade painting’ or for window, roof, or structural repair.  A total of six preservation grants may be awarded each calendar year as the fund allows.  Certain requirements may apply as directed by the Preservation Commission of the City of Marshall and the Marshal Main Street office. The amount of each preservation grant is one-half of the cost of the project, up to a maximum grant of $1000.  Each downtown building is eligible for one grant per year with a three-grant per owner maximum.  Contact Marshall Main Street. 217-826-9023
