NEW Historical Preservation Committee Downtown Building Grant |
|
|
The City will appropriate funds for the maintenance of buildings in the downtown section of Marshall. These funds will be distributed in the form of grants. Oversight of the grant recipients will be the responsibility of the
Historical Preservation Committee. Definition of Downtown District
The downtown district will include both sides of Archer Avenue from Michigan Avenue to Fourth Street, both sides of Fifth Street from Plum Street to Locust Street, both sides of Sixth Street from Plum Street to Locust Street, and both sides of Seventh Street from Plum Street to Locust.
Qualifying Structures
The ground floor of the building must house a business or be in the process of renovation to provide space for a business. Renovation should be expected to be completed within a calendar year. Second and third floors may be utilized for a business or living space.
Purpose
The purpose of the grant is to assist building owners in the maintenance of the exterior of their building. This includes but is not limited to roof repair, exterior painting, window replacement, and foundation repair.
Awards Fiscal Year 2024 grants are not to exceed $2,000 each. Grants may exceed $2,000 each, if the Historical
Preservation Committee agrees that it is in the best interest of the City of Marshall to award a greater amount, but in no case will the amount be greater than $5,000. Grant issued above $2,000 will be to fund a project at 75% of the project cost. Projects cannot begin prior to grant approval.
Selection Process
Building owners may obtain an application from City Hall or from the Chamber of Commerce. Once completed, it should be returned to City Hall. In February, May, August, and November the Historical Preservation Committee will review the applications, prioritize them, and make a recommendation to the City Council for approval at a regular Council meeting.
Points for Selection 1. The request is for external improvements to the building. 2. The building owner has completed all parts of the application.
3. The building owner has provided a business plan for the building. 4. The likelihood that the project will be completed in one calendar year.
5. The Historical Preservation Committee will rank the application in order of greatest need to least need. 6. The amount of funds available for distribution as grants. 7. Maintenance of an historical feature of Marshall
Disbursement
Grant payments will be disbursed to the building owner when receipts of payment for supplies and materials are presented to City Hall Staff. Checks will be provided following the normal approval process of the City Council.

He has been a part of many openings for mainstream country performers and has shared the stage with artists like Aaron Tippin, Hal Ketchum, Josh Turner, Sarah Evans, Sawyer Browne and Thompson Square just to mention a few. Andy performs country songs from the 70’s, to current chart-toppers like Cody Johnson, Cody Jinks, Luke Combs, Tyler Childers and others, along with original music as well.

Garrett is a ‘what you see, what you get’ kind of artist. Biggs was raised in nearby Casey, IL where he lived before moving to Nashville, TN in July 0f 2018. The Coon Holler Kids are a group of high school aged students from the Wabash Valley area. They have been named one of the Top Ten Bluegrass teen groups in The United States and were invited to compete in The Bluegrass BBQ Festival at Silver Dollar City in Branson, MO. While there, they placed 3rd in that competition. The Coon Holler Kids continue to play their music and have performed at the Indiana State Fair, numerous festivals, and have been featured on WTWO's "Good Day Live." |

The Circle City Sidewalk Stompers Clown Band has been performing fast-moving, choreographed routines to upbeat music since 1976. The musicians, including trumpets, trombones, saxophones, bass and snare drums, and sousaphone are dressed in colorful clown costumes and entertain the crowd with comic interaction and fancy footwork.
Based in Indianapolis, IN, the Circle City Sidewalk Stompers routinely entertain crowds at Indiana Pacers basketball and Indianapolis Colts football games as well as parades and the Indiana State Fair. As word of the twelve talented musicians and their high energy show spread, the group began appearing in fairs across the country such as the San Diego Fair, the New York State Fair, the Wisconsin State Fair, and the Alaska State Fair. The band has also performed in the Great American Brass Band Festival in Danville, KY for the past 20 years, as well as Carnival in Nice, France, the European version of Mardi Gras and the Shanghai International Music Festival.

Zac Edington is a Midwestern born singer/songwriter from the right here in Marshall, IL. Returning home after playing several years on the famous Broadway St in Nashville, TN...Zac was raised listening to the sounds of Elvis Presley, Johnny Cash, Buddy Holly, and countless other musical heroes. This led to a deep love of all things music.
Zac joined his first band in high school and started playing shows shortly after that. The thrill of performing cover material was just not enough, so he took up an interest in writing his own. This decision, in turn, supplied the means for his first studio EP, "From The Ashes". He has previously had the great experience of opening a show for country music star Joe Diffie. |

Nicole Shoffstall and Jim Niemann are accomplished performers on their own, but when combined, form a group called Whiskey Bend. Hailing from the Effingham, IL area this duo is a popular act at the Effingham Performance Center and has wow'd audiences there. Whiskey Bend produces and performs both an Acoustic Show, and a Backing Track Show, in a wide variety of music genre’s from the 50’s to today. They select and perform songs that get the audience involved with singing along, dancing, or just playing some table drums. Whiskey Bend says their goal is to make audiences smile while they tap their feet and sing along!!! |

SJ McDonald's sound reflects that of a hard-working farmer's daughter who lives and breathes country music - because that’s who she is.
Born and raised in the Shenandoah Valley of Virginia, SJ developed her tenacity and dedication working on her family’s 5-generation cattle and turkey farm. Along with callused hands, she found her adoration for country music, loving the legends of the 90s and 2000s country eras.
SJ auditioned for and received her "Golden Ticket" for American Idol on Season #17. She plays frequently at venues around Nashville and across the country with her touring band and on shows such as RFD-TV. SJ has landed opening slots for artists such as Jon Pardi, Runaway June, John Anderson, Aaron Tippin, and more.
SJ brings her infectious energy to the stage, the writing room, and the studio. She released her debut EP, "How To Live" in July of 2021 independently. Fans can expect brand new music in 2023, which she has written and co-produced with some of her favorite collaborators in Nashville. |

FAMILY band that frequently performs at Silver Dollar City in BRANSON and can be heard on SiriusXM's Bluegrass Junction. Covering awide variety of musical styles, Lindley Creek puts their own touch on classic rock, country and gospel music! Hailing from the Ozark Mountains and the prairie lands of Missouri, Lindley Creek features Kathie Greer on guitar, songwriting and vocals; husband John Greer on bass; daughter Katie Greer on mandolin, songwriting and lead vocals; and son Jase Greer on fiddle, songwriting and harmony vocals.
While Lindley Creek tours throughout the heartland from North Dakota to Texas, and points mostly west of the Mississippi River, they plan to connect with fans in the Southeast, the Midwest and right here in Marshall, IL - the heart of Bluegrass Country! |

These girls and boys are vying for your votes to become Prince and Princess of Autumn Fest weekend. You can place your vote with your dollars, coins, or checks made out to Marshall Autumn Fest, or you can vote via the Square app. If you wish to place your vote via electronic banking, please contact the Marshall Area Chamber of Commerce with your email address, the child you wish to vote for, and the amount of your vote, and we will email you an invoice for electronic payment.
You can place your vote at the Marshall Dairy Queen, Los Tres Caminos, or Marathon Gas Station during their business hours between September 1-13th. Your vote must be turned in by noon on September 13th for it to count! The boy and girl that receive the most votes by collecting the most money will be crowned 2023 Marshall Autumn Fest Prince and Princess on Friday, September 15th at 6:00 pm at the bandstand. |
