AZ Department of Liquor GUIDANCE

On June 29, 2020, Governor Ducey issued Executive Order 2020-43, which required bar (series 6) and beer and wine bar (series 7) licenses to pause operations effective June 29, 2020 at 8:00 p.m.

The Order states that series 6 or series 7 liquor licensed businesses “whose primary business is the sale or dispensing of alcoholic beverages” must halt normal operations. Series 6 and 7 license types are provided an opportunity to maintain to-go services to the public based on provisions for restaurants (series 12s) under Executive Order 2020-09. This document provides guidance to the industry regarding these requirements.

Standing Executive Orders



From the Office of Governer Ducey's Newsroom:

Prohibiting mass gatherings statewide
Effective June 29, 2020, even if appropriate physical distancing is possible, organized events of more than 50 people are prohibited. The Executive Order enables local governing jurisdictions, such as the city, town or county, to approve events on the condition of meeting certain safety precautions, such as physical distancing.

Pausing certain business operations
Effective at 8:00 p.m. on Monday, June 29, 2020, the following establishments shall pause operations until
July 27, 2020:

  • Bars with a series 6 or 7 liquor license from the Department of Liquor Licenses and Control (these entities may provide take-out and curbside service); 

  • Indoor gyms and fitness clubs or centers;

  • Indoor movie theaters;

  • Water parks;

  • And tubing operators.

Unless extended, the pause remains in effect until July 27, 2020, after which businesses seeking to resume operations must demonstrate compliance with public health guidance as determined by the Arizona Department of Health Services. 

Suspending special event licenses
Under the Executive Order, the Arizona Department of Liquor Licenses and Control shall cease issuing special event licenses for the period between June 29, 2020 and July 27, 2020.

Delaying first day of school
Governor Ducey signed an Executive Order delaying the first day of school for in-person learning until August 17, 2020. Schools will be able to conduct distance learning should they choose before then.

City of Peoria Small Business Emergency Loan Program




City of Peoria Small Business Emergency Loan Program
The city of Peoria cares deeply about its business community and has developed several programs to provide much-needed financial support to small businesses during the COVID-19 pandemic. Coming in July, Peoria businesses can apply for the City of Peoria Small Business Emergency Loan Program and/or the City of Peoria Community Development Block Grant (CDBG) Small Business Assistance Grant Program.
 
In partnership with Bell Bank, the Small Business Emergency Loans are microloans in the amount of $5,000 up to $20,000 for businesses that employ less than 20 people. The loans will be awarded on a first-come, first-serve basis to qualified applicants that need help with working capital needs or normal business operating expenses throughout the pandemic recovery period. The loans have a fixed, low interest rate and repayment terms up to 48 months. The first payment for these loans will be deferred for 120 days to help businesses get back on their feet.
 
The CDBG Small Business Assistance Grants are for enterprises that make the community stronger by creating jobs for low- to moderate-income individuals. There are 20, one-time grants available for business owners and entrepreneurs who did not receive funding through the Paycheck Protection Program or the Economic Injury and Disaster Loan. Grants in the amount of $5,000 will be awarded to eligible Peoria businesses with annual revenue of less than $750,000 and can demonstrate assistance in stabilizing and expanding microenterprises that provide medical, food delivery, cleaning and other personal services to support home health and quarantine.
