 The Small Business Administration (SBA), in consultation with the Department of the Treasury, is providing this guidance to address borrower and lender questions concerning forgiveness of Paycheck Protection Program (PPP) loans, as provided for under section 1106 of the Coronavirus Aid, Relief, and Economic Security Act (CARES Act), as amended by the Paycheck Protection Program Flexibility Act (Flexibility Act).

Borrowers and lenders may rely on the guidance provided in this document as SBA’s interpretation, in consultation with the Department of the Treasury, of the CARES Act, the Flexibility Act, and the Paycheck Protection Program Interim Final Rules (“PPP Interim Final Rules”) (link).

Restaurant Revitalization Fund (RRF)



 

Are you a Chamber Member struggling to obtain the Restaurant Revitalization Fund (RRF)?

The American Rescue Plan Act established the Restaurant Revitalization Fund (RRF) to provide funding to help restaurants and other eligible businesses keep their doors open. This program will provide restaurants with funding equal to their pandemic-related revenue loss up to $10 million per business and no more than $5 million per physical location. Recipients are not required to repay the funding as long as funds are used for eligible uses no later than March 11, 2023.

Somos Peoria is Saturday, Sept. 25 
 Somos Peoria will take over Old Town Peoria at 83rd and Grand Avenues on Saturday, Sept. 25 from 2–10: 30 p.m. The multicultural festival will include national headlining entertainment by the renowned 70s funk and soul band, Tower of Power and Latin R&B band of the 80s, Tierra, as well as a variety of local entertainment. Attendees will have the opportunity to sample local and traditional foods, arts and crafts and enjoy music by mariachis, among many other special activities. Four Vaccines Offered at the Peoria Community Center 
 The city of Peoria is partnering with Albertsons and Safeway Pharmacies to offer four vaccines – COVID-19, flu, shingles and pneumonia – to residents Sept. 9, Sept. 16, Oct. 6 and Oct. 12. These vaccines will be available at the Peoria Community Center, located at 8335 W. Jefferson from 8 a.m. - 3 p.m. Flu shots are free with most insurance policies and there are typically, no co-pays, but individuals are encouraged to bring their insurance cards and photo IDs. In addition, free, Pfizer COVID-19 vaccines will be available for ages 12 years and older. This includes the booster shot for those who meet the requirements listed below. Currently, the Centers for Disease Control and Prevention (CDC) is recommending that moderately to severely immunocompromised people receive an additional dose. This includes people who have: 
  • Been receiving active cancer treatment for tumors or cancers of the blood 
  • Received an organ transplant and are taking medicine to suppress the immune system 
  • Received a stem cell transplant within the last two years or are taking medicine to suppress the immune system 
  • Moderate or severe primary immunodeficiency (such as DiGeorge syndrome, Wiskott-Aldrich syndrome) 
  • Advanced or untreated HIV infection 
  • Active treatment with high-dose corticosteroids or other drugs that may suppress your immune response

Join a City Board or Commission 
 The City of Peoria uses every opportunity to establish community participation programs to allow for citizen involvement and input. Boards and commissions are created to enable Peoria residents to take an active role in city government. Volunteers appointed to serve on a board or commission help the city council examine issues and, in turn, work with elected officials and staff to help shape the future of Peoria. Peoria Opens New COVID-19 Testing Sites  
 The City of Peoria and Embry Health have partnered to offer two new testing sites in Peoria. Pioneer Community Park and the Peoria Sports Complex will be open for free COVID-19 testing beginning Wednesday, Sept. 15. Each location will be open seven days a week from 7 a.m. -10 p.m. Patients must pre-register online at https://embryhealth.com/locations before coming to get tested. The Pioneer Community Park site (8755 N. 83rd Ave., Peoria, AZ 85345) is located in the south parking lot off Butler Rd. The Peoria Sports Complex site (16101 N. 83rd Ave., Peoria, AZ 85382) is located in the east parking lot adjacent to Paradise Lane. Work Begins on Peoria Avenue This Week 
 Starting this week, Loop 101 to 99th Avenue on Peoria Avenue will be restricted for ongoing street maintenance. As part of the ongoing asphalt overlay project on Peoria Avenue, from 99th Avenue to Loop 101, asphalt removal and paving stages started on Monday, Sept. 13, 2021. Peoria Avenue will remain open for travel; however, there will be multiple lane and left turn restrictions. Access to side streets and driveways will be maintained where possible; however, as work crosses side streets and driveways, there will be brief restrictions. All asphalt overlay efforts on Peoria Avenue are slated for completion in mid-October. For project and schedule updates, visit www.peoriaaz.gov/streetmaintenance. September is National Preparedness Month
 National Preparedness Month is September. This is to raise awareness about the importance of preparing for disasters and emergencies that could happen at any time. The 2021 theme is “Prepare to Protect. Preparing for disasters is protecting everyone you love.” Throughout the month Peoria residents are encouraged to make a plan, build a kit, safeguard important documents and teach youth about preparedness. For more information and preparedness tips, visit www.ready.gov/september.
 

Help the City Define New District Boundaries
  The city of Peoria has started the federally mandated redistricting process to redraw district boundaries. Peoria must submit the proposed city council district boundaries by the end of 2021. New city council district boundaries will be in effect for the August and November 2022 elections. Although the delay in census data reporting will shorten the timeframe for the redistricting process this year, Peoria residents will have many opportunities to participate in the process. Beginning in October, there will be in-person and virtual open house events to learn about the redistricting requirements and the online mapping software that will be used to help rebalance the city council districts.

Shortage on the Colorado Isn't a Shortage at the Tap
   Following the U.S. Bureau of Reclamation’s declaration of a Tier 1 Colorado River water shortage in August, it is important that residents have the facts. Peoria’s water supply is not impacted in these early stages. Peoria has prepared for drought conditions in Arizona for many years and has plans in place if the shortage levels on the Colorado River continue to worsen. In fact, only 34% of Peoria’s water supply is directly from the Colorado River and Central Arizona Project (CAP) Canal. Also, the city only uses 61% of our available CAP supply and the rest is stored underground for later use. To date, Peoria has stored more than 180,000 acre-feet of water underground. An acre-foot of water serves an average of three homes per year, and the amount that Peoria has banked for our community is approximately five years of Peoria’s total water demand. Second Edition of the Consular Entrepreneurship Program for Women of Mexican Origin in Arizona



From October 2021 to April 2022, the Consulate General of Mexico in Phoenix, in partnership with the Arizona Hispanic Chamber of Commerce and Thunderbird School of Global Management, will be implementing the second edition of the Consular Entrepreneurship Program for Women of Mexican Origin in Arizona.  The objective of this initiative is to provide Mexican women with the necessary tools to start or grow their businesses.

Throughout the program, participants complete DreamBuilder, a free online learning course developed for women who want to start or grow a small business. In addition to completing the DreamBuilder course, the women attend virtual conferences with experts on entrepreneurship topics, participate in a pitch competition and obtain a list of useful resources for small businesses.
 

Dates:​

  • The first stage of the Program will be from October 6 to November 17, 2021.
  • The second stage will be from December 2021 to January 2022.
  • The third and final stage will take place between January and April 2022.

Registration process (3 steps):

1. Complete the questionnaire from the Consulate General of Mexico in Phoenix:

2. Send a letter to: economicospho@sre.gob.mx
The letter must be 1 page in length, in which the applicant must write the reasons to participate in the Consular Entrepreneurship Program. In addition, the letter must include a commitment to complete the DreamBuilder program and to participate in at least 5 weekly meetings. The letter must be signed by the applicant.

3. Once the first two steps have been completed, applicants will be asked to participate in a virtual interview. The deadline to complete the first two steps is August 27th.
Acceptance to the Consular Entrepreneurship Program for Women of Mexican Origin in Arizona is subject to completion of the registration steps and the selection process. Space is limited.

Minority-owned businesses are rising out of the pandemic 

New Cox Business Comeback Survey paints a resilient and hopeful picture  

According to the Arizona Hispanic Chamber of Commerce, minority-owned businesses are unique in that 56 percent are family-owned seeing an average revenue of $110,000 compared to non-minority-owned businesses that generate $500,000 on average per year.  The stakes are higher for minority-owned businesses in Arizona because the success of the family is directly tied to the success of the business and there are fewer cash reserves to cushion economic downturns, much less the ongoing impact of a global pandemic.  

In recognition of Small Business Week, Cox Business has studied the challenges of minority-owned businesses aiming to catch a glimpse of the issues they face, and more importantly, how they rise above.  The results of the 2021 Cox Business Comeback Survey paint a resilient and hopeful picture, particularly for minority business owners under the age of 45.   

Less than half of businesses with owners 45 years and older have returned to pre-pandemic financial levels while more than half of businesses owned by someone younger than 45 have reached or exceeded their pre-pandemic levels.  Regardless, nearly 90 percent of surveyed minority business owners are hopeful about growth in the next year and the future of their businesses.  

Minority-owned businesses are investing in their future with 83 percent having received funding from the Payroll Protection Program and nearly 75 percent received personal stimulus funding.  Of those that received funds, 81 percent put their stimulus money back into their business.  

Most minority business owners 18 to 44-years-old are keen on implementing new products and services like eCommerce this year, as well as new technologies into their business processes.  Yet, of those owners 45 years and older, less than half are saying yes to new technology.  

Nearly half of the respondents promote their businesses as minority-owned and 43 percent believe that being minority-owned has generated more sales in the last year.  Fifty-five percent of those under 45 have posted or commented in response to the current social justice movement with 20 percent claiming to be very vocal and 41 percent claiming to post or comment very sparingly.  For the most part, those 45 and older were not vocal at all.  Resoundingly, 85 percent of those who have posted on the subject have seen a positive response to their business’s voice in the movement.  

Minority-owned businesses are looking for support from large enterprises with 55 percent of those surveyed indicating they want improved supplier diversity; 54% would like increased minority-specific grants and 45 percent are looking for more mentorship or advisory programs with business executives.

The 2021 workplace culture seems to be a bit more challenging than before. Company culture is absolutely key to employee motivation and business performance, so it’s not surprising that businesses are focusing in this area to help retain a good team. Organizations need to see every employee interaction as an opportunity to forge new hybrid working cultures. Here are 3 ways you could create positive impact on your company culture....

1. DOES YOUR TEAM KNOW WHAT YOUR COMPANY GOALS ARE? 
Before you start to "fix" things in your culture, it is important to make sure the vision is clear. When your team believes in what they are doing, it makes working towards an exciting goal possible! Be open an honest about what your team is trying to accomplish and why. Having buy in from the team that includes idea and strategy sessions where they can give valuable feedback for improvements and also allows their voice to be heard. Development, training and support are all necessary in making sure you as a company have done everything to create a positive culture while making sure to keep your team accountable.

2. NOW IS NOT THE TIME TO SUGAR COAT
It's not always easy to see culture, but I'm sure your staff can tell you how it feels. Your team should feel comfortable with taking risks and making mistakes that aren't held against them. It is key for employees to share their personalities, stories and inspirations is crucial to developing a tight-knit and communicative team. Promoting an office culture that values sharing and encourages problem solving is crucial to building trust, balance and productivity among your team.

3. DON'T GET STUCK IN THE PAST
The 9-5 job structure has definitely changed over the last several years. Expectations of a company from a "here's how we have always done it" mentality can cripple your culture. Being flexible tells your employees that you see them as individuals and not only do you value the work they do for you, but you respect their personal lives as well. Identify when it’s crucial for employees to be in the office, what kind of work can be done from home and which employees would benefit most from flexible schedules.
