- We hosted a very successful Safe Trick-or-Treat last Friday, co-sponsored by American Valley Hardware.  More details on that further down in this newsletter.

- We attended yesterday's All-Chamber Meeting with several folks from the Lost Sierra Chamber of Commerce, Richard Aiple from Nakoma and Lisa Kelly from the Feather River Tourism Association.   We're planning on another meeting next week.  We've really enjoyed collaborating with our sister Chambers across Plumas County!

- We had our monthly Board Meeting this morning.  Our next meeting is scheduled for Thursday, November 18th at 7:00 a.m.  If you would like to join us, please email us at info@quincychamber.com and we'll send you the Zoom link.

- We're working on our next big event, SPARKLE!  Yes, it is ON and it is scheduled for Friday, December 3rd from 5:00-9:00 p.m.

- We're also going to do another Sparkle Video!  Last year's playlist was such a huge success we wanted to do it again.  The tentative plan at this time is to have all video submissions in the first week of December and release the video on YouTube the second week of December.  We would LOVE to have your business or organization participate!

Revamped OB Services Opened

Plumas District Hospital


As promised, Plumas District Hospital will resume all OB services, including deliveries on Nov. 1. Our commitment, as always, is on providing the safest and highest quality services possible. To that end, and after listening to the needs of our maternity patients, we have reimagined our OB program to include hospital midwifery services.

We’ve hired an exceptionally qualified Director of Midwife Services, Lori Link, to oversee the creation of this program. She has experience in creating and sustaining hospital midwifery programs. She will bring energy and vision to this new program, and we are excited to have her with us. In addition, we are actively recruiting a second midwife to work with her. We’ll have more on this new program and the Director of Midwifery Services very soon.
In an innovative move, our new Certified Nurse Midwives will also have Labor and Delivery nursing experience so they’ll also be able to serve in the nursing role with our current OB physicians. This will help ensure that there is always adequate nursing coverage during deliveries.

“We are very pleased to have our labor and delivery program open again,” said CEO JoDee Read, adding, “it’s a vital part of our mission to fully serve our community.”

Exciting News!

Elected officials and community leaders,

I found out today that FRC was nominated as a finalist for the $1 million Aspen Prize for Community College Excellence.  The committee nominates 150 colleges nationally every two years, with FRC being a finalist for the 2023 award.

I looked at the metrics for nomination: success, retention rates, graduation rates, performance increase over past 5 years, students of color graduation and award rates, and low-income student graduation rates.  These prove that our staff's dedication is making a difference in our student's lives.

This nomination is because of hard work and commitment, and the success of FRC reflects directly upon everyone at FRC and our supporters in the community.  Thank you.

The $1 million Aspen Prize for Community College Excellence, awarded every two years, is the nation's signature recognition for America's community colleges-as President Obama called it, "basically the Oscars for great community colleges." The Aspen Prize honors colleges with outstanding achievement in five critical areas: teaching and learning, certificate and degree completion, transfer and bachelor's attainment, workforce success, and equity for students of color and students from low-income backgrounds.

By focusing on student success and lifting up models that work, the Aspen Prize aims to celebrate excellence, advance a focus on equitable student success, and stimulate replication of effective culture and practice.

Changes to District Tax Codes

CHANGES TO FORMATTING OF DISTRICT TAX CODES (SCHEDULE A)

The California Department of Tax and Fee Administration will be modifying the codes used to identify Special Taxing Jurisdictions codes from a three‑digit numeric format to a three‑character alpha numeric format. Because this formatting change may require modifications to your existing accounting systems, we are providing you with this information in advance. Notification of the format change will be provided on our Local and District Tax page prior to changes occurring. Please visit the page regularly for notification.

Current Special Taxing Jurisdictions codes are presented in a numeric only format three digits in length

NEW

New format for Special Taxing Jurisdictions codes are presented with both numeric and alpha numeric values located anywhere within the three-character field

In 2021, I was fortunate enough to move several pieces of legislation forward. Three special measures were recently signed into law and will become effective January 1, 2022.
Senate Bill 208 - Sierra Nevada Conservancy
Senate Bill 436 - In-State Tuition for Tahoe Community College
Senate Bill 709 - Timber Harvest Plans

My staff have collected numerous District-related issues for possible introduction in January. We welcome your ideas and feedback to make California better.

This year, 836 bills reached the Governor's Desk out of 2,421 bills introduced. 770 were signed into law and 66 vetoed. One measure that will have far-reaching negative consequences, especially for rural residents, is AB 1346. This new law will ban the sale of gas-powered equipment, including lawnmowers and generators. I strongly spoke and voted against this bill, and provided an overview of my continued opposition here. I raised concerns and voiced support on a variety of proposals in committee and on the Senate Floor, and you can find some of those comments here.
