Governor Ducey Announces Nearly $100 Million For Child Care Programs, Small Business Relief

Governor Doug Ducey today announced $98 million in new resources to help workers and businesses impacted by COVID-19.
Provided by the CARES Act, $88 million will go toward supporting child care programs throughout the state. Less than half of state licensed and certified child care providers have managed to remain open through the pandemic. These dollars will support the reopening of child care centers, provide care for the children of essential workers through Arizona Enrichment Centers, and help working parents manage absences from school.

Arizona Small Business Rent and Mortgage Relief Grant
Today the Governor’s office has announced that we are dedicating $10 million to Local First Arizona to create an Arizona Small Business Rent and Mortgage Relief Grant. The program will provide rent and mortgage assistance to small Arizona businesses that were required to pause operations by Executive Order 2020-43. The program will provide grants for up to two months of rent and mortgage payments due by small businesses. The maximum award will be $25,000. Grants will be prioritized for businesses that are most in need of the funding to meet their rent or mortgage obligations and do not have access to other financial support.

AZ Department of Health Services Announces Reopening Guidance for Gyms, Movie Theaters, Bars, and Other Businesses
Yesterday afternoon, the Arizona Department of Health Services (ADHS) announced guidelines for the eventual safe reopening of businesses paused by Governor Ducey's Executive Order 2020-43 on June 27th. Since the pause on businesses operations that are considered to have a higher risk for transmission of COVID-19, Arizona has seen a decline in its percent positivity, an increase in hospital capacity, and an improvement in other indicators.
Over the past several weeks, the Department of Health Services has been working with affected industries and yesterday issued guidance and benchmarks for the eventual reopening of gyms, movie theaters, water parks, tubing venues, bars, and nightclubs. The plan includes data-driven benchmarks, phased reopening, and requirements to mitigate the spread of COVID-19. Reopening criteria is tied to the rate of infection in each county and ADHS has developed a dashboard and benchmarks classified into minimal, moderate, and substantial transmission categories as defined by the CDC.
The dashboard will indicate whether counties meet the recommended benchmarks in order for businesses to reopen, including metrics and guidance for eventual reopening, as well as necessary mitigation plans and corresponding documentation businesses will need to have in place.
